For over 25 years, Robert Allen and Steven Giordano have set the standard in the niche industry of Transactional Flight Operations (TFO). The Partners have built a legacy solution for commercial aircraft lessors, airlines, and aircraft-asset managers to safely, efficiently, and reliably transport and flight-check heavy airliners around the globe.
Today, Nomadic employs 12 full-time operations staff and over 30 highly experienced standardized pilots, facilitating over 300 aircraft movements per year. Though large in scale, Allen and Giordano continue to personally oversee every operation — still flying as many missions as possible themselves.
In 1999, the aircraft ferry industry was largely a collection of independent contract pilots — each operating informally, with minimal coordination and no shared operational standards. Robert Allen founded Avia Crew Leasing with a specific thesis: that commercial aircraft operators deserved the same level of planning, coordination, and accountability from their ferry provider that they expected from their own operations. The industry, he believed, needed to operate like an airline rather than a collection of individuals.
Avia built its foundation on three principles that were radical for the time: every movement gets a dedicated Project Manager, every crew is standardized to written operating procedures, and all flight planning is handled in-house.
In 2014, Allen merged Avia with Steven Giordano's venture — Jet Test and Transport, a specialized flight test operation built on Part 121 airline methodology. The combination was immediately more than the sum of its parts. Giordano's test capability and Allen's ferry infrastructure created a uniquely comprehensive platform. For the first time, a single provider could manage an aircraft from acceptance testing through delivery, return, and back again.
The merged organization scaled rapidly, attracting major lessors who needed a provider capable of handling complex multi-aircraft programs across multiple regulatory environments.
The business was restructured and rebranded as the Nomadic Aviation Group, reflecting both its global reach and its positioning as a full-service aviation platform rather than a simple ferry service. The Luxembourg entity — Nomadic Aviation Group Europe — was established to hold the EASA NCC certification, enabling compliant operations across European airspace and giving the Group a regulatory footprint that most TFO providers lack entirely.
Today, Nomadic services most of the global commercial aircraft leasing industry from three operational bases across North America, Europe, and Asia-Pacific.
Nomadic operates under a level of regulatory rigor and institutional safety discipline that most TFO providers do not approach.
CERTIFICATION
Nomadic Aviation Group Europe is registered in Luxembourg and holds a current EASA NCC certification for Non-Commercial Complex aircraft operations. This enables compliant operations across all EASA member states — a capability most TFO providers cannot offer. European fleet transitions and change-of-operator checks frequently require this certification.
SAFETY
Nomadic maintains a formal SMS overseen by a dedicated Safety Administrator — Patrick Lewis. In accordance with ICAO Doc 9859 guidelines, all incidents, near-misses, and identified hazards are systematically reported, tracked, and actioned. Safety is not a checklist at Nomadic. It is embedded in every standardization and crew selection decision.
COMPLIANCE
All Nomadic operations comply with FAA regulations for US-registered aircraft and ICAO standards across international routes. Our in-house planning team carries current knowledge of regulatory requirements in every major operating region — including complex jurisdictions in Asia, South America, and the Middle East.
In any given week, Nomadic flights take place in virtually every time zone, across oceans, and into or out of all 6 inhabited continents.

Full-time Project Managers in Bangkok and Manila provide 24/7 coverage across all Asia-Pacific time zones. Full-time dispatcher in Malé, Maldives. Regular operations into China, Korea, Japan, Australia, Indonesia, and Pacific island routes.
